Statement of the Ministry of Foreign Affairs of Georgia on the visit of CoE, PACE co-rapporteur to Moscow

On 20 April 2010, Mr. David Wilshire, the Co-rapporteur of the Monitoring Committee of the Parliamentary Assembly of the Council of Europe held a meeting with Mr. Borys Chochiev, the "Representative of the Republic of South Ossetia on post-conflict settlement" in the so called "Embassy of the Republic of South Ossetia" in Moscow. The meeting of the Co-rapporteur took place in the frames of the preparatory visit in the run up to the Assembly's spring session, where the consequences of the 2008 Russia-Georgia war are to be discussed. In particular the Monitoring Committee has to consider and transmit to the Assembly for adoption the resolution on the status of the implementation of previous Parliamentary Assembly Resolutions 1633 (2008), 1647 (2009) and 1683 (2009).

Ministry of Foreign Affairs of Georgia expresses its strong protest over this deplorable fact. Georgia fully respects the liberty of a parliamentarian, however Mr. Wilshire, the member of the Parliamentary Assembly of the Council of Europe was acting in his capacity of the Assembly's Co-rapporteur, hence representing the whole organization. This is the fist instance when an official representative of the international organization holds the meeting in the premises of the "Embassy" of the proxy regimes.

This act comes in direct contravention to the main principles of international law, i.e. the principles of territorial integrity and sovereignty and inter alia undermines the Statute of the Council of Europe, as well as each and every Parliamentary Assembly's resolution, the implementation of which the Assembly's Monitoring Committee was tasked to assess.

Furthermore, it neglects the position of the Council of Europe and its' member states who condemned the recognition by Russia of the Georgian regions: Abkhazia and Tskhinvali Region/South Ossetia and called the Russian Federation to withdraw its illegal, unilateral recognition.

Moreover, it attests that Mr. Wilshire has a predetermined, biased position towards the issues concerning the implementation of the Parliamentary Assembly's resolutions on the consequences of the Russia-Georgia war.

Ministry of Foreign Affairs of Georgia welcomes the fact that the Permanent Representative of the United Kingdom to the Council of Europe reacted immediately to the protest voiced by the Permanent Representative of Georgia to the Council of Europe at the 1083rd meeting of the Committee Ministers' Deputies of the Council of Europe held on 21 April in Strasbourg and confirmed the firm and strict stance of the United Kingdom regarding the respect of sovereignty and territorial integrity of Georgia.

Ministry of Foreign Affairs of Georgia calls on the leadership of the Council of Europe, including its member States to condemn this action, as violating the principles and values of the Council of Europe and undermining the international standing of the Council of Europe.
