Statement of the Ministry of Foreign Affairs of Georgia on the US Senate Resolution in support for Georgia

The Ministry of Foreign Affairs of Georgia welcomes the Resolution adopted by the US Senate on 29 July 2011 expressing the sense of the Senate with respect to ongoing violations of the territorial integrity and sovereignty of Georgia and the importance of a peaceful and just resolution to the conflict within Georgia's internationally recognized borders.

The Resolution expresses its support for the territorial integrity of Georgia and recognizes the Abkhazia and South Ossetia as the Georgian territories occupied by the Russian Federation and calls on the Russian Federation to withdraw occupation troops from South Ossetia and Abkhazia. The Resolution was submitted to the US Senate in May 2011 by Democratic Senator Jeanne Shaheen and Republican Senator Lindsay Graham.

Passing of this resolution by the U.S. Senate represents a significant step in the U.S.-Georgia strategic and partnership relations. By approving unanimously the resolution supporting Georgia, the Senate has officially expressed its unwavering and unanimous support towards Georgia's sovereignty and territorial integrity and also recognized the Russian Federation as an occupying force and by doing so the Senate gave a precise legal and political assessment to the existing situation on the ground.

By adopting this Resolution, the US Senate affirms that it is the policy of the United States to support the sovereignty, independence, and territorial integrity of Georgia and the inviolability of its borders, and to recognize Abkhazia and "South Ossetia" as regions of Georgia occupied by the Russian Federation;

The Resolution calls upon the Government of Russia to take steps to fulfill all the terms and conditions of the 2008 ceasefire agreements between Georgia and Russia, including returning military forces to pre-war positions and ensuring access to international humanitarian aid to all those affected by the conflict;

The Resolution supports peaceful, constructive engagement and confidence-building measures between the Government of Georgia and the authorities in control in South Ossetia and Abkhazia and encourages additional people-to-people contacts.

The Senate affirms that finding a peaceful resolution to the conflict is a key priority for the United States in the Caucasus region and that lasting regional stability can only be achieved through peaceful means and long-term diplomatic and political dialogue between all parties.
