Statement of the Ministry of Foreign Affairs of Georgia on the Resolution of the Parliamentary Assembly of the Council of Europe on the honoring of obligations and commitments by Georgia - PACE session in April 2011

On 13 April 2011 the Parliamentary Assembly of the Council of Europe at its spring session adopted the 6th Resolution on the honoring of the Georgia's obligations and commitments related to the accession to the Council of Europe.

The Ministry of Foreign Affairs of Georgia welcomes the adopted Resolution, which recognizes the significant achievements in Georgia's effort to comply with accepted commitments and obligations. Notwithstanding the obstacles generated by the ongoing occupation of Georgian territories by the Russian Federation, the Resolution prepared by the Co-rapporteurs of the Monitoring Committee of the Assembly emphasizes that the Second wave of democratic reforms initiated by the President of Georgia is in progress. The Resolution also highlights areas where further efforts are needed. The Ministry wishes to state that Georgian authorities will continue a fruitful co-operation with European institutions, whose help and assistance is of an added value in the achievement of our objective of further European integration.

During the process of adoption of the Resolution, the Russian side tried to impose Kremlin's vision of the existing situation in Georgia, namely, Moscow attempted to exclude the term "occupation" from the text. The Ministry welcomes the firm stance of the Assembly, which has remained objective by reiterating its "condemnation of the continuing human rights violations as a result of the 2008 war, including the grave violations of the principle of freedom of movement and right to return of internally displaced persons (IDPs) as a result of the occupation by Russian Federation of the two breakaway regions".
