19.06.2017, Luxembourg - The eighth Eastern Partnership Foreign Ministerial Meeting was held in Luxembourg, on 19 June 2017, chaired by High Representative of the European Union for Foreign Affairs and Security Policy Federica Mogherini.  The Ministerial Meeting was attended by Commissioner for European Neighbourhood Policy and Enlargement Negotiations Johannes Hahn, foreign ministers of the EU Member States and other high-ranking officials. Representatives of the European Investment Bank and European Bank for Reconstruction and Development were also present. Foreign Minister Mikheil Janelidze led the Georgian delegation at the meeting.

The Ministry of Foreign Affairs of the Republic of Poland strongly condemns the closure of checkpoints with Abkhazia, the holding of “parliamentary elections” in Abkhazia, and the announcements about “presidential elections” and a “referendum” in the Tskhinvali/South Ossetia region.

On 12 March 2017, the so-called parliamentary elections are being held in occupied Abkhazia region of Georgia. This act represents yet another attempt of legitimization of consequences of several waves of ethnic cleansing, military invasion, occupation and lasting aggression by Russia against the Georgian statehood. Hence, according to the international law, any so-called elections or referendum in the occupied territories of Georgia are illegal and cannot have any legal effect.

02.02.2017, Brussels - the European Parliament voted on 2 February 2017 to grant Georgian citizens visa-free travel with the EU.Visa liberalization for Georgia was approved with 553 votes in favor and 66 against. Legislative proposal to amend Regulation (EC) No 539/2001 transferring Georgia to the list of visa-free countries was also adopted.

We, Allied Foreign Ministers and the Foreign Minister of Georgia, met today in Warsaw, Poland, in the NATO-Georgia Commission (NGC) to discuss progress and priorities in cooperation between Georgia and NATO, as well as current international security issues.  This was the first NATO-Georgia Commission at a NATO Summit.  Allied Ministers congratulated Georgia on its 25 years of Independence and the significant progress it has made in that time.  They also recognized the unique scope and depth of Georgia’s relationship with the Alliance.  In light of this relationship, Allied Ministers welcomed Georgia’s engagement in strategic discussion on Black Sea security and recent developments in the region affecting Euro-Atlantic security.

On 1 July 2016 the EU-Georgia Association Agreement came into force in compliance with its Article 431, after the EU Foreign Affairs Council announced its decision to end the procedures needed for ratification of the AA. The laborious process of ratification lasted less than two years and involved the European Parliament, 28 EU Member States and the legislative bodies of Georgia. The ratification of the Association Agreement in such short terms points to the EU Member States’ firm support for Georgia’s European path.

In a few days I will return to Warsaw, Poland to attend the NATO Summit. I believe the Summit will adopt an important decision to ensure the security of the Euro-Atlantic space and to facilitate  Georgia’s integration with the Alliance. This Summit took on a particularly meaningful focus after the Brexit and now we need to stand together and reflect on the ways how to strengthen this unique project of European unity, peace, stability and development - the Georgian Foreign Minister, Mikheil Janelidze is quoted as saying in Warsaw, at the Polish Institute of International Affairs, where he  delivered a speech: “Georgia in the Euro-Atlantic Security Paradigm”.

Ministry of Foreign Affairs is deeply concerned by the fact of murder committed in the village of Khurcha, Zugdidi District and expresses heartfelt condolences to the family and relatives of the victim, Giga Otkhozoria. This criminal act once again demonstrates the highly alarming situation in the occupied region of Abkhazia, Georgia and the full responsibility for it lies with the Russian Federation as with the power in effective control of the region. On 9 March, the European Commission presented a legislative proposal to amend Regulation (EC) No 539/2001 to the European Parliament and the EU Council to allow short-term visawaiver for Georgian citizens within the Schengen area. We welcome the European Commission’s initiation of the legislative process, which is yet another step towards visa liberalisation with the European Union and the clear recognition of the reforms carried out by the Government of Georgia.

On 25-29 February, 2016 the official delegation of the Government of the Autonomous Republic of Adjara, headed by the Chairman, Mr. Archil Khabadze paid a visit to Wroclaw. Today, on 18 December, the European Commission published its fourth and final progress report on Georgia’s implementation of the Visa Liberalisation Action Plan (VLAP).  According to the European Commission, Georgia met all the benchmarks set in respect of the four blocks of the second phase of the VLAP, which means that the technical part of the process of visa liberalisation has been successfully accomplished.

On 11 December, 2015 the exhibition - “Living Culture of Three Writing Systems of the Georgian Alphabet” was officially opened at the State Ethnography Museum in Warsaw. The event was jointly organized by the Embassy of Georgia to the Republic of Poland and the State Ethnography Museum in Warsaw, with the support of the National Agency for Cultural Heritage Preservation of Georgia, Ministry of Foreign Affairs of Georgia and K. Kekelidze National Center of Manuscripts. The sponsors of the exhibition were “TBC Bank”, National Ballet of Georgia - “Sukhishvilebi” and companies – “IDS Borjomi Europe”, “PiastPol”, “Marani 1915“ and art studio “Lur’ge Rombie Mosaic".

On 29 November 2015 the Embassy of Georgia participated to the 8th International Christmas Bazaar under the patronage of the First Lady of Poland which was organized by the spouses of the Ambassadors accredited to the Republic of Poland Poland and the Ministry of Foreign Affairs of the RP. There were Georgian wines, brandy, mineral waters, tee, handmade souvenirs, thick felt artworks as well as traditional Georgian cuisine presented at the charity bazaar.

Discussions focused on increasing level of Polish-Georgian cooperation, both at bilateral and multilateral levels. Polish side also expressed its unwavering support of Georgia’s EU and NATO integration process and expressed its readiness to be more actively involved in fulfillment of those aspirations.

On 17 August 2015, the Russian Federation launched large-scale military exercises at the military base of the Southern Military District, including in Georgia's occupied Abkhazia and Tskhinvali regions. Based on the official website of the Russian Defence Ministry, the exercises involve the use of such modern weapons as Grad-M, Uragan and Smerch multiple launch rocket systems;  152-mm and 122-mm towed howitzer pieces: Msta-С and  D-30;  towed artillery piece: Nona and other military systems. The exercises will continue until 18 September.

The Georgian Foreign Ministry expresses its extreme concern over the illegal placement of banners by the Russian occupying forces on 10 July marking the so-called “border” on the territory adjacent to the village of Tsitelubani of Gori municipality and the village of Orchosani in occupied Akhalgori district in close vicinity to the Tbilisi-Gori central highway. It is noteworthy that certain segments of Baku-Supsa pipeline run in the vicinity of the both areas and with this illegal action a certain portion of the pipeline next to the village of Orchosani fell within the occupied territory.

The Georgian Foreign Ministry wishes to express its deep grief over the disaster that hit Tbilisi, the Georgian capital leaving people dead, injured and missing.  The flood that swept through Tbilisi in June 2015 inflicted heavy damage on the city destroying part of its infrastructure – Tbilisi Zoo, the main road across the Vere River, houses in the adjacent streets.

Following the signature of the so-called “treaty on alliance and strategic partnership" between Russian Federation and Russian occupation regime in Sokhumi, the Russian Federation signed the so-called "treaty on alliance and integration” with its occupation regime in Tskhinvali on 18 March 2015. This action from the Russian Federation blatantly contradicts international law and undermines the fundamental principles of the UN Charter and Helsinki Final Act, such as the sovereign equality of states, inviolability of borders, territorial integrity and fulfillment of obligations in good faith under international law.

On 5 March 2015, the Russian Army began to hold simultaneous field exercises on twelve firing ranges in the Russian Federation's Southern Military District and in Georgia's occupied regions of Tskhinvali and Abkhazia. Different military units, including divisions of air defense are carrying out large-scale exercises in the use of various artillery systems. These exercises notably involve advanced Russian offensive military equipment such as "Igla" air defense missile complexes, "Tunguska" anti-aircraft gun and missile systems, "Shilka" anti-aircraft artillery systems, S-300B, "Strela-10", "Tor" and "Osa" anti-aircraft missile systems.  Over 2,000 men and 500 units of military equipment are taking part in these field exercises.

Georgia’s electronic e-Visa portal went online on the 10th of February 2015. This system enables foreigners coming to Georgia as tourists or for business to obtain an e-Visa without having to apply to Georgia’s consular offices abroad.People wishing to obtain an e-Visa must go to www.evisa.gov.ge.Before filling out the online application form, every applicant must familiarize him or herself with the detailed information regarding the rules and terms which apply to e-Visas. On the 5th of December 2014 the Russian Army began to hold simultaneous field exercises on six firing ranges in the Russian Federation's Southern Military District and in Georgia's occupied region of Tskhinvali. The officers and servicemen of the Russian 58th Army are carrying out large-scale exercises in the use of various artillery and advanced radio location systems. These actions of the Russian Federation are a further infringement of Georgia's sovereignty and territorial integrity. They constitute a gross violation of the Georgian Constitution, of the norms and principles of international law and of Russia's international commitments including those Russia undertook by the Ceasefire Agreement of 12 August 2008, and pose a threat to peace and stability in the region.

The Georgian Foreign Minister, Ms Tamar Beruchashvili, today gave a special statement concerning the treaty signed between Russia and the occupation regime of Abkhazia, denouncing the signature of the so-called "treaty on alliance and strategic partnership" as a violation of fundamental principles of international law and as a further step taken by Russia towards the annexation of Abkhazia. "The signature of the so-called treaty on alliance and strategic partnership represents a further step of the Russian Federation towards the de-facto annexation of the region of Abkhazia. The 29th round of the Geneva International Discussions was held on 8 October 2014. The participants of the Geneva Discussions took part, in their individual capacity, in the two Working Groups, the first focusing on security and stability in the occupied Abkhazia and Tskhinvali regions of Georgia, and the second on the issues related to the safe and dignified return of IDPs and refugees to the places of their original residence. 1.    GEORGIAN VISA ISSUING AUTHORITIES

According to the new law Georgian visas will be mainly issued in diplomatic missions or consular offices of Georgia abroad and in exceptional cases it can be issued at the state border.

The visas are issued at the state border in international legal or humanitarian or Georgian national interests, where an alien fails to meet the requirements and conditions for obtaining visa, on crew members of the ships standing in Georgian harbours, for persons arriving in Georgia to provide humanitarian assistance during life-threatening situations and situations hazardous to health and transit visas for transiting the territory of Georgia (five days) in order to enter a third country.

The Georgian Foreign Ministry is deeply concerned by the resumption of the illegal activities of Russian occupation forces along the occupation line in the Tskhinvali region. In the last few days, the Russian occupation troops have resumed the erection of barbed-wire fences in areas close to the villages of Ghogheti and Atotshi (Kareli district). The co-rapporteurs of the Parliamentary Assembly of the Council of Europe (PACE) for Georgia, Michael Aasstrup Jensen (Denmark, ALDE) and Boriss Cilevics (Latvia, SOC) expressed their concern about the resumption of the installation of fences and other physical obstacles by Russian border guards along the administrative borderlines with South Ossetia and Abkhazia. Five years after the Russia's incursion into the sovereign territory of Georgia and its large-scale military aggression against the independent state on 7 August 2008, the Russian armed forces still continue the occupation of 20 percent of Georgia's territory in flagrant violation of the fundamental principles of international law, and deprive hundreds of thousands of victims of several waves of ethnic cleansing, including that of 2008, of their internationally recognized right to safe, dignified and voluntary return. This has been concurred by Russia's persistent efforts to obtain the recognition of Georgia's occupied regions under its effective control and heavy military presence, including through active application of political, military and economic leverages.

During the visit the Prime Minister of Georgia hold bilateral meetings with the Prime Minister of the Republic of Poland, Donald Tusk, as well as with the Marshals of the Sejm and Senate of the Republic of Poland, Ewa Kopacz and Bogdan Borusewicz. The discussed topics of the meetings were bilateral and multulateral cooperation between Georgia and Poland, as well as Georgia’s European and Euro-Atlantic Integration.

On 24-25 June, 2013 Mr. Victor Dolidze, Chairman of the European Integration Committee of the Parliament of Georgia paid a working visit to the Republic of Poland in order to participate in UNDP organized Competition and Consumer Protection seminar. During the visit, on 25th of June, Mr. Dolidze held bilateral meetings with the Deputy Marshal of the Polish Sejm, Mr. Cezary Grabarczyk and the representatives of the presidium of Polish-Georgian Parliamentary Group of Friendship. The State Services Development Agency (SSDA) under the Ministry of Justice is currently engaged in efforts to improve electoral lists, and for this purpose has been actively analyzing electoral databases since April 2013. The Ministry of Foreign Affairs of Georgia expresses its grave concern over the decision of the President of the Russian Federation to order large-scale, unscheduled military exercises of the armed forces of the Russian Federation in the Black Sea region. Official Russian sources indicate that up to 7,000 troops, including marines, aviation and more than 30 vessels take part in the exercises. They are held in the close proximity to the land and maritime borders of Georgia. Russian officials did not disclose the duration, exact area and locations of force deployment.

The 23rd round of the Geneva International Discussions was held on 27 March 2013. The participants of the Geneva Discussions took part, in their individual capacity, in the two Working Groups, the first focusing on security and stability in the Georgia's occupied Abkhazia and Tskhinvali region, and the second on the issues related to the safe and dignified return of IDPs and refugees to the places of their original residence. The discussions were co-chaired by the representatives of the UN, the EU and the OSCE, and attended by the participants from Georgia, the Russian Federation and the United States. The Head of the Provisional Administration of the former South Ossetian Autonomous District, as well as the representatives of the Sokhumi and Tskhinvali proxy regimes also took part in the 23rd round of the Geneva Discussions.

TBILISI, Georgia, 21 March 2013 - The Georgian government has welcomed the European Commission's latest Country Progress Report, published yesterday, that noted deepening ties with the EU, wide-ranging reforms and efforts to calm tensions in the Caucasus region since the government came to power.

The report, titled "Implementation of European Neighbourhood Policy in Georgia", recognized Georgia's enactment of most of the key recommendations provided by the Commission in 2012, and noted "significant progress" in negotiations for an EU-Georgia Association Agreement and implementation of the visa facilitation and readmission agreements.

The NATO-Georgia Commission (NGC) meeting was held at the NATO HQ on the 18th of March, 2013. At the meeting, the Georgian First Deputy Minister of European and Euro-Atlantic Integration, Mr Davit Dondua officially presented the 2013 annual national programme of Georgia. The Georgian Foreign Ministry has officially invited the OSCE's Office for Democratic Institutions and Human Rights (ODIHR) and Parliamentary Assembly (OSCE PA) to send teams of observers to Georgia to monitor the upcoming October 2013 presidential elections. The Foreign Ministry has conveyed its request to the OSCE in time to ensure that observers arrive in Georgia at their earliest convenience, enabling them to thoroughly monitor both the pre-electoral process and the presidential elections themselves.

On the 25th of February 2013, the EU Commissioner for Home Affairs, Ms Cecillia Malmström, paid a visit to Georgia during which she met the Georgian Foreign Minister, Ms Maia Panjikidze, and delivered Georgia's Visa Liberalization Action Plan (VLAP). This Action Plan is an instrument for visa dialogue between Georgia and the EU; if successfully implemented by Georgia, it will grant its citizens a visa-free regime for travel to the EU (Schengen countries). Visa-free travel to the EU is of strategic importance to Georgia, as it is an effective mechanism for bringing Georgia closer to the EU and an important instrument for strengthening people-to-people contacts.

The second informal Eastern Partnership dialogue was held in Tbilisi on the 12th and 13th of February 2013.

The meeting was hosted by the Georgian Foreign Minister, Ms Maia Panjikidze, and the Minister of Economy and Sustainable Development, Mr Giorgi Kvirikashvili. The Georgian delegation included the State Minister on European and Euro-Atlantic Integration Issues, Mr Aleksi Petriashvili. The EU delegation was made up of the European Commissioner for EU Neighborhood policy and EU Enlargement, Mr Štefan Füle; the Deputy Secretary-general for the European External Action Service, Ms Helga Schmid; and the European Commission Vice-president responsible for Transport, Mr Siim Kallas. High-level delegations of all the countries involved in this partnership arrived in Georgia to take part in the meeting.
